issues bigint batch 2: create bigint indexes for id

Batch 2 prepares and creates the 13 bigint indexes that contain issues.id, including the issues_pkey unique index on id_convert_to_bigint.

Tasks

  • Merge !255948 (merged) (async preparation of the 13 indexes)
  • Confirm all 13 async index builds complete and valid on GitLab.com before proceeding
  • Merge !256189 (merged) (synchronous creation, one migration per index)

Dependencies

This is the first step of batch 2. It must complete before the incoming foreign keys can be added, because a foreign key target column must be unique and the issues_pkey unique index on id_convert_to_bigint is created here.

Order for batch 2:

  1. Create the bigint indexes (this issue)
  2. Add the incoming foreign keys on issues.id — #629829
  3. Swap id and drop the temporary objects — #630762

The milestone may shift to 19.6 if the async index builds run long.
