Support updating decision options and resolved_by

What

Follow-up to #627779 (closed). The first iteration of the update API (!254958 (merged)) intentionally left out editing of options and resolved_by. Based on the discussion, we want to make edits less restrictive, especially during the initial testing phase.

How

  • Allow editing of options, including changing which option(s) are selected.
    • We also need to consider comma separated formats (see thread) but we can decide whether this is applicable to v0
  • Allow editing of resolved_by.
  • Decide how the resolved_at timestamp is handled when a decision is updated. Since it is hard to tell whether an edit is a correction or a genuine change in the decision, the default is to update resolved_at whenever it is touched. This should become clearer once the activity feed lands.

Notes

  • During the testing phase, we can adjust how strict edits are as needed.
