Review design of search results when performing a global search across projects

Description

When searching across all projects the hits in the code are quite often missed with the summary that elastic search is not working, only working when searching within a project.

Proposal

Review design to highlight better that there matches across the tab.

Instead of We couldn't find any results matching because there weren't any hits in a project there could be a summary first tab which lists the matches across the categories, clicking here results in the same action as selecting the tab.

The same summary tab can be used when searching within a project, keeping the same expectation.
