Add suggested questions to the Data Analyst Agent

Summary

The Data Analyst Agent shows generic URL-based suggested questions on the empty chat screen, which don't reflect what the agent can do. Users don't know what to ask — user research confirmed this: "If I knew what to expect from it up front... that would be a lot more helpful."

The suggested_questions field is now supported on foundational agent definitions (docs, #594533 (closed)).

What needs to be done

Add suggested_questions to the analytics_agent entry in foundational_chat_agents_definitions.rb.
