Extract EE specific files/lines for app/views/shared/milestones

We have the following files containing EE specific code. We should move them to ee/

• app/views/shared/milestones/_sidebar.html.haml
• app/views/shared/milestones/_top.html.haml

Just need to fix typo and swap to render_if_exists. I'll take it.
