Add CI variable to indicate job was a rollback

Description

Adding a variable to indicate if a deploy job was a rollback would allow for specific logic in the case of a rollback. For example, skip certain deploy checks related to environment syncing.

Proposal

Add boolean environment variable for CI/CD: $DEPLOY_ROLLBACK
