[Feature flag] Rollout of vue3_migrate_cluster_agents

Roll out the feature currently behind the vue3_migrate_cluster_agents feature flag.

Note
Process and guidance live in the docs — this issue is just the commands and a place to track the rollout. "Rolling out" means incrementally enabling the flag on GitLab.com to validate stability — it is not the same as releasing the feature, which happens when the flag is removed. What could go wrong?
Blast radius is the cluster agent show page and the agents dashboard. No data is written, so there is no data-loss risk.
cluster_agents/show pulls a large security_dashboard component tree, so check the vulnerability and security panels rather than only the agent header. The two pages share almost no components, so if one proves unstable, split the flag instead of holding the other back.

Cleanup
Remove the flag once deemed stable — see cleaning up. Track it here, or open a follow-up Feature Flag Cleanup issue. Remove the flag and its YAML definition from the codebase, then:
