Cannot login after update to 10.8: 2fa not working

Summary

Users cannot login after update to 10.8. After sending username and password, the 2fa page does not work. Normally it should allow the user to authenticate via 2fa by yubikey or 2fa codes, but the page does not work. It looks like some JS is not triggering:
