Tooltip for Edit board isn't visible in focus mode

Summary

When in board focus mode with a board who's scope is reduced, the tooltip that says This board's scope is reduced isn't visible as it is above the button

Steps to reproduce

  1. Open an issue board
  2. Click "focus mode"
  3. Hover over "Edit Board"

What is the current bug behavior?

Can't see the tooltip

What is the expected correct behavior?

Tooltip should be below button like "Toggle focus mode"
