Revert group SAML verification changes

From our discussion in https://gitlab.com/gitlab-org/gitlab/-/work_items/605704#note_3641043017, we agreed to revert https://gitlab.com/gitlab-org/security/gitlab/-/merge_requests/6162 and run a migration to remove the unverified flags. This issue tracks the work for the revert.
