Extract EE specific files/lines for app/services/ci

We have the following files containing EE specific code. We should move them to ee/

• app/services/ci/create_pipeline_service.rb
• app/services/ci/pipeline_trigger_service.rb

Only 2 files, but app/services/ci/create_pipeline_service.rb could be very tricky!
