Disable Enable button for Developers at the Explore level for agents and flows

Summary

At the Explore level, the Enable button for catalog items (agents and flows) should be disabled for users with the Developer role. Only Maintainers and above should be able to enable an agent or flow.

Problem

Currently, Developers can see and interact with the Enable button at the Explore level.

Proposed Solution

• Disable the Enable button for users with the Developer role (or below) at the Explore level
• The button should render as visually disabled (not hidden)
• When a Developer hovers over the disabled button, display a tooltip with the message: "Contact maintainer to enable"

Acceptance Criteria

• The Enable button is visible but disabled for Developers at the Explore level
• Hovering over the disabled button shows the tooltip: "Contact maintainer to enable"
• Maintainers and above can still enable agents/flows as before
• The disabled state applies to both agents and flows in the catalog
