Internal feedback: DAP-powered reviewer assignment

Context

This issue is the single place to collect internal feedback while we dogfood DAP-powered reviewer assignment ahead of a broader rollout.

The feature adds a dap_powered automatic reviewer-assignment strategy: when an MR becomes ready, the recommend_reviewers/v1 Duo Agent Platform flow picks the required number of reviewers per approval rule (instead of assigning whole groups), assigns them, and posts a short rationale note. It is gated behind the dap_powered_recommend_reviewers feature flag and consumes a DAP token per assignment.

Reviewers are selected in priority order:

  1. Available (not busy or OOO)
  2. Lowest pending review workload
  3. Currently in working hours
  4. Most recently active (tiebreaker)

🧪 How to try it

  1. Opt your project into the dap_powered reviewer-assignment strategy.
  2. Ensure dap_powered_recommend_reviewers is enabled for the project.
  3. Open an MR as non-draft (or mark a draft as ready) on a project with CODEOWNERS or approval rules.
  4. Observe the assigned individual reviewer(s) and the rationale note.

📝 Known gaps / things to be aware of

  • Assignment happens only when the MR becomes ready (created non-draft or marked ready).
  • Optional approval rules are ignored.
  • Falls back to existing group assignment if DAP is unavailable.
  • Each selection consumes one DAP token.
