Add the AR directory to caproni-demo

Create an artifact-registry directory in the caproni-demo artifact-registry branch, seeded from AR's in-repo caproni/ rig. The other rig issues build on this.

• Port the current Caproni config (monolith + AR + Postgres) into the directory.
• Add a short README on how to run it.
