Group-level labels for subgroups are not shown in projects

Summary

Labels defined at group level are not visible in the subgroup projects in the project label list page.

This makes it impossible to assignee their priorities.

Steps to reproduce

Considering the following group hierarchy:

Group-A -> Group-B

Create a project Project-B1 inside Group-B.

Define some labels at Group-A level.

What is the current bug behavior?

Go to Project-B1 view and click in Labels.

No labels are shown.

What is the expected correct behavior?

Go to Project-B1 view and click in Labels.

You should see the Group-A labels and you should be able to assign the priority.
