Extract EE specific files/lines for some service objects

We have the following files containing EE specific code. We should move them to ee/

• app/services/application_settings/update_service.rb
• app/services/applications/create_service.rb
• app/services/commits/create_service.rb
• app/services/test_hooks/project_service.rb
