Fixed vulnerabilities should not be actionable in the report

Users can interact with reports and dismiss vulnerabilities or create new issues. But they can do it also for fixed vulnerabilities in diff reports, and this sounds a little weird since you are dismissing something you already fixed.

Probably fixed items should not be interactive.
