De-duplicate MR creation when there are existing MRs

Hey for this incident (broken master due to Rubocop) it looks like we ended up with multiple fix MRs being created by the agent (e.g. !238209 (closed) , !238193 (closed) plus a few more). It ended up being fixed by !238190 (merged) - I wonder if there is a way to make the bot more aware of these incidents and not create duplicate fixes?
