Confidential labels
Description
Sometimes I want to label an issue with something like $100,000 to signify that there's a $100,000 deal on the table that requires the feature, but I don't want to do that on a public issue tracker. I'd like to be able to declare some labels as confidential so they only show up for members of the project and not guests.
