BUG: Catalog Enable buttons

Catalog enablement UI fixes

• If a agent/flow is private and is managed by group A but the user is seeing the agent/flow in group B - grey out the enable button because that agent cannot be enabled in that group

• If an agent/flow is already enabled in a project and the user goes into the catalog and click the enable button, we should filter out the projects in which that agent/flow is already enabled in
