Include external files from local storage, outside of repository in to .gitlab-ci.yml

Description

Customers sometimes would like to include files from a different project into .gitlab-ci.yml however using local storage and not HTTP.

Proposal

1. Ability to include a file anywhere from the local filesystem with file:// without using HTTP.
2. Ability to include a file from any Git repository in the same GitLab instance.
