Snippet page shows empty actions dropdown for guest users

Steps to reproduce

1. Visit gitlab repo
2. Go to snippets page from sidebar Code > Snippets
3. Open any single snippet
4. Copy the snippet web url and open it in incognito window
5. Notice the actions menu (three dot menu)
6. Click it and notice it's empty

Expected Behavior

Actions menu shouldn't be shown at all when user doesn't have permission
