Geo: Hide disabled registries in the Geo Sites UI

Release notes

Hide disabled Geo replicable registries from the Geo Sites UI so that administrators are not shown data types that are not yet available.

Problem to solve

As we introduce new upload partition replicators (approximately 22 new data types tracked in #589924), the Geo Sites UI becomes increasingly cluttered with disabled registries. These disabled entries add noise for administrators and provide no actionable information.

This was raised in !224245 (comment 3114211343) by @dbalexandre.

Current behavior: Disabled registries are displayed in both the primary and secondary Geo Sites detail views, even though they are not yet functional.

Desired behavior: Disabled registries should be hidden from the Geo Sites UI entirely.

Proposal

Filter out disabled registries from the Geo Sites detail pages (both primary and secondary views) so that only enabled data types are displayed to administrators.

Future exploration

In a follow-up, we should explore finding a place in the UI to reference the enabled/disabled state of registries. This would give administrators visibility into which data types exist and their current status, without cluttering the main Geo Sites view. For example, this could be a collapsible section, a separate admin page, or a tooltip/info indicator.
