GPG verification broken after update to v18.9.0

After updating gitlab to version 18.9.0, new commits signed with a previously added valid key(not from UI) began to receive the "Unverified" status

git verify-commit confirms that the signature is valid. There were no changes in the account settings (email/gpgkeys).
