[Code Embeddings] Reduce batch size for text-embedding-005 requests

Context

We need to reduce the batch size for text-embedding-005 embeddings requests.

Proposal

Decrease value for the ModelSelector::TEXT_EMBEDDING_VERTEX_BATCH_SIZE.

Recommended value: 20.
