Refine tooling gaps and cross-team dependencies

Context

The Artifact Registry depends on multiple platform components and teams. A preliminary assessment identified tooling gaps and cross-team dependencies that need refinement and validation.

Tasks

• Validate and refine preliminary dependency list
• Identify owners for each dependency
• Map dependencies to delivery phases (Experimental, Beta, GA)
• Identify critical path vs nice-to-have dependencies
• Document gaps where tooling doesn't exist yet
• Establish communication channels with dependent teams
• Create mitigation strategies for dependency risks
