Duo Code Review: Support consistent language localization for review comments and summaries

Summary

Duo Code Review should support consistent language localization, allowing teams to configure reviews to be performed in their preferred language (e.g., Japanese) across all review outputs including inline comments and summary comments.

Problem to solve

Duo Code Review does not consistently respect language preferences:

  1. Inline review comments - Custom instructions to perform reviews in Japanese are unstable and produce inconsistent results
  2. Summary comments - Do not respect custom instructions at all and always default to English

This creates a fragmented experience where parts of the review may appear in the configured language while other parts remain in English.

Current behavior

  • Custom language instructions in prompts produce inconsistent results for inline comments
  • Summary comments ignore custom instructions entirely and default to English

Proposal

  1. Add a configurable language setting for Duo Code Review at the project or group level
  2. Ensure all review outputs (inline comments and summary comments) respect this language setting
  3. The setting should work consistently across different model backends
