Provide way to search for pipelines that failed to create

Provide a way to search or provide notifications for pipelines that failed to create.

Background

When pipelines fail to create properly, they can sometimes appear as "failed" (see issue #588313). However, there's no way to differentiate a pipeline that failed to execute, or a pipeline that failed to create. So filtering on status is not very useful, especially with lots of pipelines.
