Banner cleanup follow-up - SSH key

Problem

As part of the first set of removals as part of the banner cleanup, we have removed the alert that tells users to add an SSH key, as it's not only the wrong kind of component to use for this information, but it also is visible to everyone immediately, even what that kind of user would never need to add an SSH key (e.g. Product Managers that only want to work on Work Items with their teams).

However, as the information can help users understand why their SSH actions might not work, we should review what other opportunities we have to highlight this information to users.
