WebSocket upgrade requests causing OOMs

Summary

Sudden surges in requests to GET /-/cable are all sent to the same webservice pod causing OOMs and subsequent errors.

Impact

This is impacting two separate GitLab Dedicated tenants and is causing many 502 errors. This was first reported as a Request for Help back in December, so it's a long running issue.

Recommendation

Requests should likely be routed to different webservice pods to properly distribute load.
