Add 'New' badge to work items nav item

Add a "New" badge to the "Work items" menu item at the Group and Project levels

1. Include a tooltip on hover with the following copy, dependent on license & location:
   1. Group Level (Premium+): New Epics and issues are now work items.
   2. Group Level (Free): New Issues are now work items.
   3. Project Level (All subscriptions): New Issues are now work items.
2. Badge is removed after:
   1. A user visits the "Work items" index page (which should also initiate the onboarding tour)
   2. 30 days have passed since the badge was added
