Docs need updating: individual flows must be enabled at top level group for SM instances

Currently, our docs indicate the following for gitlab.com:

To use foundational flows, turn on the Allow foundational flows toggle. Individual foundational flows are only available if the corresponding flows are turned on at the top-level group and any additional prerequisites from the flow documentation are met.

There is no mention of individual flow settings for SM/Dedicated. But on SM/Dedicated, individual flows must be enabled for each top level group just like on gitlab.com.

This is a docs gap.
