Support the automatic rotation of the runner authentication token on GitLab.com

Proposal

As described in #345427 (closed), GitLab support automatic runner authentication token rotation.

However, it is only available for self-managed GitLab instances since it requires Administrator on the instance. GitLab.com (SaaS) users cannot use this feature.

I would propose enabling this setting not only at the instance level (requiring Administrator) but also at the group or project level, so that GitLab.com customers can also benefit from automatic token rotation.
