Creation of new repositories

To date we have hardcoded repositories for maven and debian. We should allow users to create their own repositories however, select the type, and give them their own names.

This will open up support for a few things:

1. SNAPSHOT, plugin, and other such repositories for Maven
2. Better support for monorepos which may contain multiple outputs within the same project space
3. Customized names for repositories
