Foundation Flow: Top-level group runner requirement blocks customers using group-level runners

Summary

Customers using group-level runners (instead of top-level group runners) cannot use Foundational Flows like Fix Pipeline as documented here. This requirement creates a blocker for customers who have internal billing or organizational reasons to use group-level runners only.

Current Behavior

Foundation Flows (e.g., Issue to MR) do not start when using group-level runners. The session is "created" but does not "run".

Expected Behavior

Foundation Flows should work with group-level runners, or the requirement for top-level group runners should be clearly documented in the prerequisites.
