Vulnerability Page - Frontend - Remove the option to filter on scanner on Group Level

TL;DR

On the vulnerability page on Group level we can filter on Scanner, but we're not return any scanner data from the backend for groups.

In this issue we want to remove the option to filter on scanner on group level.

1. Remove FILTERS.SCANNERS from FILTER_PRESETS.DEVELOPMENT in ee/app/assets/javascripts/security_dashboard/components/shared/vulnerability_report/constants.js
