Code Owner Approval for Planner/Reporter

Proposal

We recently added a change that allows users with the role Planner to approve a Merge request. The initial justification was based on the idea, that managers should be able to have an oversight of proposed work, even though they are not involved in the actual coding.

As described in the documentation, the new functionality only allows direct approvals and not the use of Codeowners. For certain scenarios however it makes sense to allow including Planner Approvals through Codeowner files f.e in a Monorepo setup in which certain managers approval is only needed if certain projects are changed or if the managers approval is only needed for specific changes such as updating the version prior to a release.

A customer (link) asked us to evaluate if this is something we would consider moving forward.
