Use RelevantProjectsFinder for project selection in advanced search

Summary

Use the RelevantProjectsFinder to show a user's relevant projects at the top of the list when selecting a project for project-level search in advanced search, instead of the current random ordering.

Details

When users select a project in the advanced search interface, the project list should prioritize showing their most relevant projects first. This improves the user experience by surfacing projects they're most likely to search within.

Note: The same approach should be applied to the group dropdown for consistency.
