Allow Maintainer role to change CI/CD catalog setting on projects

At the moment only project Owners are able to mark a project as a CI/CD catalog project. It's documented in https://docs.gitlab.com/ci/components/#set-a-component-project-as-a-catalog-project.

I wonder if there is a good reason for this. It seems that it should be possible for Maintainers to toggle this setting.
