Ensure file tree browser is open for first time user experience

See !215149 (comment 2937005094).

Per &17781 (comment 2673324349) the file tree browser should be open by default, to encourage discoverability.

In #560578 (closed), a first time user popover was introduced.

Proposal

To promote discoverability of the file tree browser, first time file tree browser users should see both the popover, and the file tree open by default.

This is highly recommended before external customer release, to promote discoverability of the file tree browser.
