Enhancement: Improve Wiki Table of Contents Positioning for Better Navigation Experience
Problem to Solve
Users need quick access to Wiki page navigation when they land on a page. Currently, the table of contents (TOC) is positioned at the bottom of Wiki pages, requiring users to scroll down to access it. This creates friction in the navigation experience and reduces content discoverability.

Enable users to immediately see and access the table of contents when they open a Wiki page, improving navigation efficiency and content discoverability.
Proposal
Enhance the Wiki UI by repositioning the table of contents to provide immediate visibility and access. Consider one of the following approaches:
Option 1: Top-Positioned TOC
Place the table of contents at the top of the page content area, making it the first element users see.
Option 2: Fixed Sidebar TOC
Implement a sticky/fixed sidebar that keeps the TOC visible while users scroll through content.
Option 3: Collapsible Top TOC
Position the TOC at the top with the ability to collapse/expand, giving users control over screen real estate.
