Creating project access tokens without selecting any scopes automatically adds all the scopes

When creating project access token without selecting any scopes, instead of showing the validation error, it automatically gives all the scope to the created token.

Steps to reproduce:

  1. Go to any project Access tokens page
  2. Click Add new token button
  3. Enter token name
  4. Click Create project access token button without selecting any scopes
  5. Notice the created project access token has all the scopes automatically granted
