[Agentic Chat][Regression] Code blocks lost syntax highlight and copy to clipboard button.

Description

The content of code blocks that don't belong to the tool approval dialog doesn't have syntax highlight anymore. Also, the copy to clipboard button disappeared as well.

Steps to reproduce

  1. Tell agentic chat to teach you something like using promises in JavaScript. This prompt will likely force Duo to generate some code blocks.
  2. You will see that the code blocks doesn't have syntax highlight or a copy to clipboard button.
