Allow Dedicated customers to be able to simulate an outage of their primary Dedicated node to test fail over capabilities.

A customer of GitLab is currently on self managed. Twice a year, they go through an exercise of simulating an outage of their self managed instance to test their procedure of restoration. They are considering moving to Dedicated, but would like to insure that they can restore their GitLab instance if needed. They were affected by the outage of US-East1 on AWS in October, 2025, so this sheds extra light and need to ensure that their system can withstand an outage.
