Validate NOT NULL constraint on slack_integrations_scopes sharding key

Sharding key on slack_integrations_scopes needs to validate the NOT NULL constraint after the backfill is finalized in 18.9 after the required stop. The todo should be removed from spec/lib/gitlab/database/sharding_key_spec.rb
