Remove hover_badge from monolith

While auditing GlBadge usage I found app/assets/javascripts/vue_shared/components/badges/hover_badge.vue

It looks like it is only used for app/assets/javascripts/vue_shared/components/badges/beta_badge.vue

Beta badge can be replaced with GlExperimentBadge from gitab-ui.

Once it has been replaced it should be removed

note: there is also a haml equivalent app/views/shared/_beta_badge.html.haml
