User model selections are not staying persisted in browser

Description

User model selections are not staying persisted in browser. When a user selects a model in the UI, this setting gets saved to the agentic-chat-user-selected-model key in localStorage and should remain persisted so that the selection is maintained across tabs and is remembered for future use.

This is currently not the case. While the key is correctly being generated when a model selection is made, the key is being wiped by page refreshes, which shouldn't be happening. The key is also not present in new tabs, but it should be.
