Show Agent Dropdown Even with Single Agent Available

Problem

When only one agent is available for a project, the agent selection dropdown is not displayed, showing only "Duo Agent" without any selection interface. This creates an inconsistent and confusing user experience where users cannot see what agent they're interacting with or understand that multiple agents exist.

Additionally, when a user is on an empty-state page, this button appears to the user to do nothing because of the lack of dropdown.

Always display the agent selection dropdown regardless of the number of available agents:
