[BE] Create workItemTypeCreate mutation

MR: Add WorkItemTypeCreate GraphQL mutation (!223304 - merged)

1. Creates custom types which inherit configuration from issue
2. No connection to a system defined type (apart from delegating configuration to issue type)
3. Likely add widget definitions to DB table too
