Branch picker when creating an MR

Proposal

When creating a merge request from an issue, via the 'Create Merge Request' button, the following dialog is displayed: If we are creating a branch from anything other than main it means going to another tab to find the list of branches, then copying that in.

Suggestion - add a picker with a list of branches in this dialog.
